The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. We implemented a user-centered approach to the design of an artificial intelligence (AI) system that provides users with access to information about the workings of the United States federal court system regardless of their technical background. Presently, most of the records associated with the federal judiciary are provided through a federal system that does not support exploration aimed at discovering systematic patterns about court activities. In addition, many users lack the data analytical skills necessary to conduct their own analyses and (...) convert data into information. We conducted interviews, observations, and surveys to uncover the needs of our users and discuss the development of an intuitive platform informed from these needs that makes it possible for legal scholars, lawyers, and journalists to discover answers to more advanced questions about the federal court system. Face perception is a highly conserved process that directs our attention from infancy and is supported by specialized neural circuitry. Oxytocin can increase accuracy and detection of emotional faces, but these effects are mediated by valence, individual differences, and context. We investigated the temporal dynamics of oxytocin’s influence on the neural substrates of face perception using event related potentials (ERP). In a double blind, placebo controlled within-subject design, 21 healthy male adults inhaled oxytocin or placebo and underwent ERP imaging during (...) two face processing tasks. Experiment 1 investigated effects of oxytocin on neural correlates of fearful versus neutral facial expressions, and Experiment 2 manipulated point-of-gaze to neutral faces. In Experiment 1, we found that oxytocin reduced N170 latency to fearful faces. In Experiment 2, N170 latency was decreased when participant gaze was directed to the eyes of neutral faces; however, there were no oxytocin-associated effects in response to different facial features. Findings suggest oxytocin modulates early stages of social perception for socially complex information such as emotional faces relative to neutral. These results are consistent with models suggesting oxytocin impacts the salience of socially informative cues during processing, which leads to downstream effects in behavior. Future work should examine how oxytocin affects neural processes underlying basic components of social behavior (such as, face perception) while varying emotional expression of stimuli or comparing different characteristics of participants (e.g., gender, personality traits). Being a player with an F. A. Premier football academy is very prestigious for young players, but it can also be very stressful too. Coping with stress is particularly important given that one of the undesirable consequences linked to chronic stress is athlete burnout, which may also negatively impact psychological well-being. Understanding the most effective ways to cope with stress, therefore, is important for optimizing academy athlete education. Consequently, the aim of the present study was to examine whether coping predicted (...) changes in athlete burnout, and whether athlete burnout predicted changes in well-being across 14 weeks of the competitive season. A sample of 26, under-18 and under-23, male F.A. Premier academy athletes completed weekly assessments of coping, athlete burnout, and psychological well-being on 14 separate occasions. The results of within-person analyses revealed that task-oriented coping predicted decreases in athlete burnout, which in turn predicted decreased well-being. Teaching high-level academy athletes task-oriented coping strategies may be useful in reducing athlete burnout, which may additionally protect athletes' well-being. (shrink)

All football teams that compete within the F. A. Premier League possess an academy, whose objective is to produce more and better home-grown players that are capable of playing professionally. These young players spend a large amount of time with their coach, but little is known about player’s perception of the coach-athlete relationship within F.A. Premier League Academies. The objectives of this study were to examine whether perceptions of the coach-athlete relationship changed over six months and if the coach-athlete relationship (...) predicted self-reported goal achievement among F. A. Premier League academy players. This study included cross-sectional (n = 104) and longitudinal (n = 52) assessments, in which academy soccer players completed a measure of the coach-athlete relationship and goal achievement across either one or two time periods. The cross-sectional data were subjected to bivariate correlations, whereas the longitudinal data were analyzed using multiple regressions. Perceptions of the coach-athlete relationship remained stable over time. The coach-athlete relationship predicted the achievement of mastery goals six months later. Enhancing the quality of the coach-athlete relationship among elite adolescent athletes appears to be a suitable way of maximizing mastery achievement goals, particularly among developmental athletes who participate in team sports. A classic, though basically neglected question about motivation arises when we attempt to account for blame’s nature—namely, does the recognition central to blame need help from an independent desire in order to motivate the blame-characteristic dispositions that arise in the blamer? Those who have attended to the question think the answer is yes. Hence, they adopt what I call a Humean Construal of blame on which blame is (a) a judgment that an individual S is blameworthy and (b) an independent (...) desire about S not doing as they did or being as they are. This paper rejects arguments for the Humean Construal, illustrates deep failings of that view, and uses these considerations to support anti-Humean accounts of blame in particular and moral motivation more broadly. My dissertation develops a novel response to global skepticism about responsibility—the view that no one is fit to be held responsible for anything. Though P.F. Strawson offered a highly influential account of holding and being responsible, his argument is widely considered to fail as a response to global skepticism. The primary worry is that he only describes our practice of holding responsible but does not justify it. I propose an unorthodox Strawson-style account of holding and being responsible and employ that (...) account to offer an argument against global skepticism which not only describes but also justifies our practice of holding individuals responsible. A key innovation of my account is that it rejects the Humean idea that evaluative beliefs cannot motivate absent aid from independent desire. Rejecting that idea allows us to preserve the beauty of Strawson’s original reactive attitudes account, which cites specific emotions as the only attitudes involved in holding responsible. I go on to develop the moral psychology at work which allows me to support the idea that holding responsible involves more than emotional responses to an individual’s behavior. This also grounds support for the idea that the community of morally responsible agents is likely wider than traditionally thought. Furthermore, I immunize my account and argument to well-entrenched concerns for Strawson-style views. Often I achieve this immunity by adopting views that are thought to be incompatible with a Strawson-style argument. These views are typically embraced by skeptics or other anti-Strawsonian theorists. For instance, contrary to tradition, I show that a Strawson-style argument can be founded on the idea that experiencing individuals as natural, mechanistic beings is compatible with the attitudes involved in holding an individual responsible. I go on to show that the theses I argue for together with others allow us to accurately describe and justify our practice of holding individuals responsible. Adviser: Mark van Roojen. (shrink)

There are both externalist and internalist theories of the phenomenal content of conscious experiences. Externalists like Dretske and Tye treat the phenomenal content of conscious states as representations of external properties. Internalists think that phenomenal conscious states are reducible to electrochemical states of the brain in the style of the type-type identity theory. In this paper, we side with the representationalists and visit a dispute between them over the test case of Swampman. Does Swampman have conscious phenomenal states or not? (...) Dretske and Tye disagree on this issue. We try to settle the dispute in favor of Dretske's theory. (shrink)

Psychophysical scales can be constructed under suitable restrictions from appropriate data, but they still do not justify privileged internal sensations.

In 1945 J.C.C. McKinsey produced a ‘semantics’ for modal logic based on necessity defined in terms of validity. The present papers looks at how to update F.R. Drake’s completeness proof for McKinsey’s semantics by comparing McKinsey ‘models’ with the now standard Kripke models. It also looks at the motivation behind the system McKinsey called S4.1, but which we now call S4M; and use this motivation to produce a McKinsey semantics for that system. One lesson which emerges from this work is (...) an appreciation of the superiority of the current possible worlds semantics based on frames and models, both in terms of an intuitive understanding of modality, and also in terms of the ease of working with particular systems. Interpretive understanding of human behaviour, known as verstehen, underpins the divide between the social sciences and the natural sciences. Taking a historically orientated approach, this collection offers a fresh take on the development of understanding within analytic philosophy before, during and after logical empiricism. In doing so, it reinvigorates debates on the role of the social sciences within contemporary epistemology. Bringing together leading experts including Martin Kusch, Thomas Uebel, Karsten Stueber and Giuseppina D'Oro, it is an authoritative reference on the (...) logical empiricists' philosophy of social science. Charting the various reformulations of verstehen as proposed by Wilhem Dilthey, Max Weber, R.G Collingwood and Peter Winch, the volume explores the reception of the social sciences prior to logical empiricism, before surveying the positive and negative critiques from Otto Neurath, Felix Kaufmann, Viktor Kraft and other logical empiricists. As such, chapters reveal that verstehen was not altogether rejected by the Vienna Circle, but was subject to various conceptual uses and misuses. Along with systematic historical coverage, the book situates verhesten within contemporary interdisciplinary developments in the field, shedding light on the 21st-century 'turn' to understanding among analytic philosophers and opening further lines of inquiry for philosophy of social science. Many theorists have defended the claim that collective entities can attain genuine agential status. If collectives can be agents, this opens up a further question: can they be conscious? That is, is there something that it is like to be them? Eric Schwitzgebel argues that yes, collective entities, may well be significantly conscious. Others, including Kammerer, Tononi and Koch, and List reject the claim. List does so on the basis of Tononi’s Integrated Information Theory of consciousness. I argue here that (...) List’s rejection is too quick, and that groups can, at least in principle, display the kind of informational integration we might think is necessary for consciousness. However, group consciousness will likely differ substantially from the individual experiences that give rise to it. This requires the defender of group consciousness to face up to a similar combination problem as the panpsychist. (shrink)
